- PC CASE <br /> <br />AUTHORIZE PROCESS TO HIRE PART-TIME RECEPTIONIST <br />FOR ADMINISTRATIVE SERVICES <br /> By: Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />Background: <br /> <br />On May 25, 1999, City Council approved a funding source for the requested position of <br />part-time receptionist for 20 hours per week. The part-time receptionist position is an <br />entry-level position in the AFSCME Bargaining Unit, which will provide telephone and <br />light clerical assistance to the Administrative Services Department. The position will <br />report to the Administrative Services Manager, and the hiring salary is proposed at Step <br />1, or $23,639/annually. The existing job position will serve as a backup receptionist as <br />needed, so the required shifts may fluctuate within the 20 budgeted hours per week. <br /> <br />Currently, a temporary status employee is fulfilling these duties. It is proposed this <br />temporary employee will assist the City until the position is filled. In accordance with <br />the City's administrative policy, adopted on April 27, 1999, this reclassified opening will <br />be conducted in an open recruitment process. The opening will be posted internally for <br />two weeks and then advertised externally if needed. Article 15 of the 1998, 1999, 2000 <br />AFSCME Local No. 2454 Union Contract, stipulates job classification positions which <br />the employer intends to fill shall be posted for seven working days. <br /> <br />Applications will be rated independently by three people according to pre-established <br />criteria. At least five of the top ranked applicants will be invited to a structured interview <br />with a panel which includes the Administrative Services Manager, the Deputy City Clerk, <br />and at least one other staff person. The interview panel will forward its hiring <br />recommendation to the City Council for final action. <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council authorize staff to begin process to fill the <br />receptionist position in Administrative Services. <br /> <br />Reviewed by: <br /> <br />Administrative Services Manager <br />City Administrator <br />Finance Officer <br /> <br />Attachments <br /> <br />1.
