City Code requires 446 parking spaces; 379 are <br />proposed with space for an additional 82 spaces in the future, however, staff is recommending the <br />82 future stalls be installed at this time. All traveled surfaces of the site will be paved with <br />bituminous and finished with B-612 concrete curb. <br /> <br />Community Development Assistant Walther said the required landscaped yard is provided <br />adjacent to Sunfish Lake Boulevard NW. Staff is suggesting that the applicant transplant the red <br />cedar trees fi.om the north half of the site to the area of the storm pond and establish prairie <br />grasses along the wetland. He indicated Anoka County sent a letter stating they will approve <br />access onto County Road 56, however, suggested that the access be moved closer to the property <br />line on the north. The DNR also sent a letter indicating they will not require a DNR permit, <br />however, suggested that every effort be made to reduce mn-off.fi.om the site. <br /> <br />City Engineer Jankowski stated a question arose regarding erosion control on the wetland and <br />indicated Parabody would be required to obtain a permit from the Lower Rum River Water <br />Management Organization. A silt fence was originally proposed for the site, however, additional <br />measures may be required. <br /> <br />Bob Walsh, Walsh/Bishop Architects, explained the site plan met the City zoning ordinances on <br />the north side of the building without additional parking on the site. He requested the 82 <br />additional stalls not be constructed until the need is determined in the future. Parking for trailers <br />is shown on the site plan, however, Parabody is uncertain how long that parking will be needed. <br />The trailers will provide for outside storage for a period of time. <br /> <br />Commissioner Dempsey inquked Staff's reasoning behind construction of the additional 82 stalls. <br />Community Development Assistant Walther stated Staff believes there will be a congestion <br />problem in the parking lot if the 82 stalls are not implemented. Mr. Walsh stated the maximum <br />number of people on site was taken into consideration when calculating parking requkements for <br />the site. Zoning Administrator Frolik indicated staffwould review the number of parking stalls. <br /> <br />Commissioner Johnson inquked if Parabody would agree to provide the number of stalls the <br />ordinance requires. Mr. Walsh concurred. <br /> <br />Commissioner Johnson questioned the building face which is at odds with the ordinance. Mr. <br />Walsh stated the building face would have a pre-cast concrete finish, similar to the HOM <br />Furniture store on Highway 10. The 2,400 square foot appendage on the west side of the <br />building is proposed to be metal panels. Two of the walls will be primarily glass. He indicated <br />the west side of the building will view the wetlands. He indicated the entire building would be <br />painted a lighter color. <br /> <br />Commissioner Johnson indicated being agreeable with the exterior, however, questioned if a <br />precedent would be set. Zoning Administrator Frolik stated the exterior proposed would be <br />acceptable and not create a precedent as long as the Planning Commission states the rationale for <br />allowing the deviation from Code. <br /> <br />Planning Commission/April 6, 1999 <br /> Page 9 of 13 <br /> <br /> <br />
