The costs contained within this report are estimated costs. The projects will have a final tabulation made on actual project costs consistent with the methodology described in this report. An assessment hearing will be held identifying the actual costs to be recovered by special assessment. Each property may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment resolution. Special assessments reported to Anoka County shall be payable over a five-year period with interest at a rate of two percent (2%) above the U.S. Treasury rate at the time of the special assessment hearing. Projected Project Schedule In proceeding with the improvements, the following schedule coul~l be anticipated: Receive feasibility study and set date for public hearing Hold public hearing Authorize project and order plans and specifications Approve plans and specifications and set the bid date Receive bids and award contracts Perform work Set date for assessment public hearing Hold assessment public hearing First payment due with tax statement June 8, 1999 July 13, 1999 September 14, 1999 October 12, 1999 November 9, 1999 November 1999 August 2000 September 2000 May 2001 If all five of the benefited properties sign a waiver of the City Charter requirement of a sixty-day waiting period beyond the date of the public hearing, the project schedule could be advanced as follows: Authorize project and order plans and specifications Approve plans and specifications and set the bid date Set date for assessment public hearing Receive bids and award contracts Hold assessment public hearing Perform work First payment due with tax statement July 27, 1999 August 24, 1999 August 24, 1999 September 28, 1999 September 28, 1999 October 1999 May 2000
