Planning Projects <br />Walmart Store <br />Descriptions of Three Recent Planning Projects <br />The following are three recent projects conducted by Mr. Weber that are <br />relevant to issues experienced by a suburban developing community <br />Vadnais Heights Zoning Administration and <br />Application Review <br />Bill has served as the consulting city planner to the City of Vadnais Heights <br />for fifteen years. During that time, he conferred with prospective land <br />developers, reviewed all land development, subdivision or rezoning <br />applications and presented recommendations to the Planning Commission <br />and Council, prepared the Comprehensive Plan three times, wrote the <br />entirety of the zoning and subdivision ordinances, amended the zoning <br />ordinance and provided marketing information to the Economic <br />Development Corporation. <br />Three application reviews written by Mr. Weber in the past six months are <br />appended to this proposal: <br />• An application to expand an existing Walmart store by 30,000 square <br />feet to accommodate grocery sales <br />• An application to build housing for the elderly including independent <br />and assisted living as well as memory care. <br />• An application for a variance to the height of a nonconforming <br />billboard. <br />• An amendment to the nonconforming use section of the zoning <br />ordinance. <br />These application reviews are included in this proposal under sections 8, 9, <br />10 and 11. <br />These reviews were written in close coordination with the City staff <br />including the Administrator, Engineer, Building Official, Fire Chief and <br />Attorney. Staff meetings are held most Tuesday afternoons to review <br />applications and draft memos; representatives of the applicants are <br />sometimes invited to participate. Other meetings or communications are <br />also held with the applicants. <br />Richfield Zoning Ordinance Amendments, 2006 <br />Bill drafted a comprehensive set of amendments to the Richfield, Minnesota, <br />zoning ordinance in 2006. These amendments affected parts of nearly every <br />district, the administrative rules, the general site development standards, <br />conditional use specifics and the definitions. Bill met frequently with the <br />city planning staff to conceive and refine the amendments then assisted as <br />the staff reviewed the wording with the City Planning Commission over <br />several months. <br />4-4 Proposal to Provide City of Ramsey Planning Services <br />
