Process and Services <br />Planning Process for Land Use Applications <br />Mr. Weber would serve like an extension of the City staff when asked to <br />review a land use application. This process would be directed by the Senior <br />Planner and could involve any or all of these elements as requested: <br />1. Meet with the prospective applicant at City Hall or another location, <br />typically with City staff, to discuss the review process, the submittal <br />requirements, the site conditions, the Comprehensive Plan or Town <br />Center Master Plan, City Code requirements, and, possibly, a sketch <br />plan. Suggest revisions to the sketch plan to improve the formal <br />application. Optionally, the sketch plan, or preliminary site plan, may <br />also be reviewed with the Planning Commission and the Council at this <br />point. Sketch plans are mandatory in the Town Center District. <br />2. Inspect the development site either with the applicant, with City staff <br />or alone; photograph the site. <br />3. Receive a completed application from the Senior Planner either at City <br />Hall, through the US Mail or through the Internet. Ensure that all the <br />required materials have been included if the City staff have not already <br />done so. Notify the applicant of any missing materials. Establish the <br />date for compliance with Minnesota Statute 15.99 (the 60-day rule) or <br />Minnesota Statute 462.358, Subd. 3b (the review process for plats). <br />Begin the review clock when all required materials have been received. <br />4. Discuss the application and any preceding information with the Senior <br />Planner or his designee. <br />5. Prepare a draft review memo including graphics such as reduced <br />scans of the submittal documents, site photos and other information <br />helpful to the Planning Commission and Council. Prepare the memo <br />according to the template or outline typically used by the City. <br />6. Review the draft memo with the Senior Planner, other members of <br />City staff and the applicant either at City Hall or over the telephone. <br />Negotiate design changes with the applicant as needed. Amend the <br />memo as discussed then resubmit it via the Internet to the Senior <br />Planner in the format of Word, WordPerfect or PDF. <br />7. Request a time extension if necessary to meet the statutory time <br />deadline. This would be done by City staff. <br />Proposal to Provide City of Ramsey Planning Services 5-1 <br />
