Vadnais Heights City Council <br />Walmart Building Addition — 15 October 2010 <br />Page 14 <br />Access to the Drive -Up Pharmacy: The drive -up pharmacy is designed for one-way <br />traffic that moves from west to east. After the Planning Commission review, the pharmacy <br />access drive was separated from the driveway serving the refrigeration compressors. <br />Truck Traffic Restrictions: The number of trucks serving the store is expected to increase <br />to 88 per day from the current 60 per day; 16 of those would be smaller, vendor trucks. <br />Those providing fresh foods and baked goods are expected to arrive between 4 and 6 AM. I <br />recommend that truck traffic not be allowed to or from the site between 10 PM and 4 AM. <br />The Planning Commission advised that the truck service hours should be revisited after <br />housing develops on adjacent property. <br />Parking <br />The parking ratio will be 4.9 spaces per 1,000 feet of gross leasable area or 5.1 spaces per <br />1,000 square feet of net usable area (which is the formula allowed by the zoning ordinance). <br />The ordinance requires 5.0 spaces per 1,000 square feet of net floor area. An additional <br />"proof of parking" area is shown on the plan to satisfy an agreement that Walmart has with <br />the adjacent land owner. The number of parking spaces was reduced slightly when additional <br />landscaped islands were added this week. <br />Second Building Entrance <br />A second building entrance, located north of the original entrance, has been added to the plan <br />since the review by the City Planning Commission. I think this feature will benefit the store <br />by adding more visual interest to the eastern wall and spreading the parking demand. I think <br />that the second entrance will function adequately in terms of the pedestrian crossing and <br />traffic movement. There is no evidence that the second entrance will increase traffic <br />generation or parking demand more than already estimated. <br />Bicycling and Walking Access <br />The existing sidewalks along County Road E, Arcade Street and the storefront will remain. A <br />new sidewalk will be added along the southwest entrance drive. There will be two striped <br />pedestrian crossings from the parking lot to the front sidewalk. Landscaped seating areas will <br />be constructed. A bicycle parking rack will be installed on the front sidewalk near the front <br />entrance. <br />Interior Retailer <br />Another, smaller retailer such as a hair salon, restaurant or a bank may be located inside the <br />building in the future. <br />Pharmacy Drive -Through <br />Access to the pharmacy drive -through would be from a dedicated entrance off of the new <br />Arcade Street access drive. Signs will help direct customers to the drive -through. The <br />pharmacy entrance drive has been clarified since the review by the Planning Commission. <br />Bale and Pallet Storage Area <br />The bale and pallet storage area has been moved to the southern side of the truck turnaround <br />area since the Planning Commission review.
