The letter noted that the property was within the Critical River, Mississippi National River and Recreation Area, and the Scenic River overlay districts and that the City should review the project. Terry Luke submitted a permit application to the DNR. James Weidenbach submitted a permit application to the DNR. Ramsey's Environmental Specialist and Zoning Administrator, and DNR, met with the property owners to inspect the site and discuss the project scope and related permits. City, DNR and Anoka County Soil and Water Conservation District staff met with James Weidenbach at the site. Staff suggested a reduction in project scale and protection of the bluff. Staff explained that a permit from the City was required for work above the Ordinary High Water mark. Letter to City staff from DNR calling out applicable provisions in Ramsey's Critical River ordinance. City staff contacted Mr.' Luke regarding the DNR's informal comments and what may be involved in the City's review process.
