I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF NORTHFORK <br /> ITASCA POINT; CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />North Fork, Inc. is requesting final plat approval of another portion of the Northfork P.U.D. <br />located on the north side of Lake Itasca. The plat is to be named Northfork Itasca Point and <br />consists of approximately 35 acres proposed to be platted into 7 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed final plat <br />City Staff review letter dated June 17, 1999 <br />Proposed resolution for final plat approval <br />Proposed development agreement <br /> <br />Notification: <br /> <br />State Statute requires notification of the public hearing to owners of property within 350 feet of <br />the subject property. Staff attempted to notify owners of property within 500 feet of the April 6 <br />public hearing. <br /> <br />Observations: <br /> <br />The preliminary plat approved on June 8 consisted of 7 lots and the wetland area was an outlot <br />proposed to be deeded to the Northfork Homeowner's Association. The Council expressed <br />concern that the outlot could go tax forfeit at some point in the future and requested that it be <br />combined with the adjacent park to the northwest. As an alternative, the developer has redrawn <br />the plat and the outlot has been eliminated. The area that was to be designated as outlot has been <br />incorporated into the 7 lots. This action results in eliminating the possibility of the open space <br />going tax forfeit and the need to combine the outlot with the park. <br /> <br />The lots are now even larger than they were on the preliminary plat and significantly exceed the <br />minimum lot area of 80,000 square feet established in the shoreland overlay district for Lake <br />Itasca. The street was granted a 400 foot variance to the 600 foot maximum cul-de-sac length. <br />Lot 5 was granted a variance to the 200 foot lot width requirement. <br /> <br />The final plat must be modified to include the street name. <br /> <br />The final plat also needs to be modified to show the wetland areas and retention pond between <br />Lots 6 and 7 as drainage easements. <br /> <br /> <br />
