Observations <br /> <br />A great deal of time and effort by citizens, commissioners, council members, staff and the <br />consultant has gone into the drafting of the Comprehensive Plan. It is an effort to satisfy many <br />players in a unique and changing community. As directed by the Council, staff placed an ad in <br />the Anoka Union, put a notice on the sign at City Hall and notified Quad City Cable to run a <br />statement that the final draft of the Comprehensive Plan is available for review and comment at <br />City Hall or Rum River Branch of the library. No additional comments have been received. The <br />remaining issue with the plan relates to cluster development on Page V-15, item 7 has been <br />changed by inserting the word consider rather than encourage. This allows the city to consider <br />clustering when appropriate. Other areas of the plan where clustering is referenced only discuss <br />the parameters and goals of clustering but it does not mandate it, so no further changes were <br />made. <br /> <br />Recommendation: <br /> <br />The Plarming Commission and staff recommend the City Council approve forwarding the <br />Comprehensive Plan to the Metropolitan Council for their review. <br /> <br />Council Action: <br /> <br />Based on discussion <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Community Development Assistant <br /> <br />CC: 06/22/99 <br /> <br /> <br />
