I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br />CASE <br /> <br />AWARD BID FOR NEW FIRE ENGINE <br /> By: Dean Kapler, Fire Chief <br /> <br />Background: <br /> <br />Ten fire apparatus manufacturers requested/were sent specifications developed by the <br />Fire Department Truck Committee which were authorized by the City Council on the <br />March 23, 1999 meeting. Of the ten manufacturers, five submitted proposals by the <br />deadline of June 1, 1999. <br /> <br />After analyzing the proposal's the committee found that two of the five manufacturers <br />most closely met the specifications. After considering all applicable deductions allowed <br />from the two proposals, Custom Fire Apparatus of Osceola, Wisconsin was determined <br />to have offered the lowest bid at $221,335. <br /> <br />In addition to the previously mentioned deductions, the FoamPro Company has offered to <br />the City of Ramsey a 2002 FoamPro unit (included in the specifications) at no charge. <br />The truck committee agreed that the manufacturer would subtract a standard deduction of <br />$8200 from all the proposals assuming agreement. This brings Custom Fire Apparatus <br />bid to $213,135. <br /> <br />Other related equipment such as the mobile radio, three sizes of hose, four nozzles and <br />miscelanious adapters will have an additional cost around $11,500 which brings the total <br />of the fire engines cost to $224,635 compared to the $225,000 total budgeted amount. <br /> <br />Financing: <br /> <br />Financing would be through the normal capital equipment funding. This piece of <br />equipment is unique in that it was financed over a three-year period with the last <br />installment coming in 2000 in the amount of $85,000. <br /> <br />Additional savings are possible by pulling the $85,000 into 1999. This way the City <br />would save $1246 in finance charges on the unpaid balance. Otherwise the city will be <br />named in a short-term note until January 1, 2000. <br /> <br />Council Action: <br /> <br />Approve awarding the bid to Custom Fire Apparatus in the amount of $213,135 for the <br />construction and delivery of a fire engine per specifications in proposal. <br /> <br />Approve/deny transferring $85,000 from the 2000 capital equipment account into 1999 to <br />appreciate an additional savings of $1246. <br /> <br /> <br />
