I I I I I I I I I I I I I I I I i I CASE AWARD BID FOR NEW FIRE ENGINE By: Dean Kapler, Fire Chief Background: Ten fire apparatus manufacturers requested/were sent specifications developed by the Fire Department Truck Committee which were authorized by the City Council on the March 23, 1999 meeting. Of the ten manufacturers, five submitted proposals by the deadline of June 1, 1999. After analyzing the proposal's the committee found that two of the five manufacturers most closely met the specifications. After considering all applicable deductions allowed from the two proposals, Custom Fire Apparatus of Osceola, Wisconsin was determined to have offered the lowest bid at $221,335. In addition to the previously mentioned deductions, the FoamPro Company has offered to the City of Ramsey a 2002 FoamPro unit (included in the specifications) at no charge. The truck committee agreed that the manufacturer would subtract a standard deduction of $8200 from all the proposals assuming agreement. This brings Custom Fire Apparatus bid to $213,135. Other related equipment such as the mobile radio, three sizes of hose, four nozzles and miscelanious adapters will have an additional cost around $11,500 which brings the total of the fire engines cost to $224,635 compared to the $225,000 total budgeted amount. Financing: Financing would be through the normal capital equipment funding. This piece of equipment is unique in that it was financed over a three-year period with the last installment coming in 2000 in the amount of $85,000. Additional savings are possible by pulling the $85,000 into 1999. This way the City would save $1246 in finance charges on the unpaid balance. Otherwise the city will be named in a short-term note until January 1, 2000. Council Action: Approve awarding the bid to Custom Fire Apparatus in the amount of $213,135 for the construction and delivery of a fire engine per specifications in proposal. Approve/deny transferring $85,000 from the 2000 capital equipment account into 1999 to appreciate an additional savings of $1246.
