I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I$ <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />10 <br /> <br />PW CASE <br /> <br /> DISCUSSION OF REMAINING UNPAVED STREETS IN RAMSEY <br />By: Director of Public Works Dean Kapler and City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />The purpose of this case is to discuss the goal of paving the remaining dirt roadways in the City. <br />Ramsey currently has 140 miles of roadway, of which only 5.67 miles remain unpaved. With so <br />few unpaved streets left in the City, the cost of grading them has become expensive on a per-mile <br />basis. The grader, which travels at low road speeds, requires an ever-increasing percentage of its <br />time traveling to the site as opposed to performing the actual grading work. <br /> <br />Some streets are in need of a total "facelift," which would involve removing mailboxes, grading <br />in displaced material, adding material, finish grading, and replacement of mailboxes. Typically, <br />the City does not assess for work/improvement to unpaved streets even though this effort may be <br />considered an improvement. <br /> <br />Several issues for which input is sought from the Committee include: <br /> <br />· Is paving the remaining dirt streets a priority goal? <br />· What incentives for paving might be considered appropriate? <br /> > Capping the assessment <br /> > Eliminating the assessment <br /> > Allowing the street to be assessed for applying Class 5 <br /> > Billing property owners for grading <br />· Conduct an interest survey on the remaining dirt streets <br />· Choose streets with highest maintenance demands and prioritize for earliest paving <br />· Begin assessing for "facelift" type of improvements <br />· Compare cost of ongoing maintenance to cost of' paving - foreword to residents for <br /> opinion/vote <br />· Continue the status quo <br /> <br />Committee Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Engineer . <br />Director o£Public Works <br />Public Works Supervisor <br /> <br />PW: 06/15/99 <br /> <br />~M-F~V~L~users~City Shared File~P~FC~rnrnit[~999~une~Dirt $treet Paving Case.d~c 06/11/99 <br /> <br /> <br />
