I$ I I I I I I 10 PW CASE DISCUSSION OF REMAINING UNPAVED STREETS IN RAMSEY By: Director of Public Works Dean Kapler and City Engineer Steve Jankowski Background: The purpose of this case is to discuss the goal of paving the remaining dirt roadways in the City. Ramsey currently has 140 miles of roadway, of which only 5.67 miles remain unpaved. With so few unpaved streets left in the City, the cost of grading them has become expensive on a per-mile basis. The grader, which travels at low road speeds, requires an ever-increasing percentage of its time traveling to the site as opposed to performing the actual grading work. Some streets are in need of a total "facelift," which would involve removing mailboxes, grading in displaced material, adding material, finish grading, and replacement of mailboxes. Typically, the City does not assess for work/improvement to unpaved streets even though this effort may be considered an improvement. Several issues for which input is sought from the Committee include: · Is paving the remaining dirt streets a priority goal? · What incentives for paving might be considered appropriate? > Capping the assessment > Eliminating the assessment > Allowing the street to be assessed for applying Class 5 > Billing property owners for grading · Conduct an interest survey on the remaining dirt streets · Choose streets with highest maintenance demands and prioritize for earliest paving · Begin assessing for "facelift" type of improvements · Compare cost of ongoing maintenance to cost of' paving - foreword to residents for opinion/vote · Continue the status quo Committee Action: Based upon discussion.
