The new maintenance worker who
will be hired this year will utilize this truck. Included in the 1998 year-end budget
transfer was $40,000 to fund this purchase. The truck itself was purchased through the
Hennepin County Bid from Albany Ford for $26,544.06. We anticipate delivery from the
dealer in mid-July

Additional equipment is needed to complete the truck. This equipment includes
snowplow, hoist, and dump box. Staff placed ads in the local newspapers for this
equipment and received the bids from three companies. The bid prices were as follow:
King Equipment-$14,980.00
Crysteel Truck Equipment~$13,492.00
J-Craft Inc.-$15,121.00
Director of Public Works Dean Kapler, and myself talked with sales representatives from
Crysteel, and J-Craft and also toured their facilities. King Equipment did not have a
dump box for us to evaluate. Based 6n our research and personal experience with both
product lines, we feel J-Craft Inc. builds a superior product; and we are, therefore,
recommending purchasing the equipment from their company.

The steel used in making their box is of a higher tensile strength, allowing them to use
one continuous piece for the bed. This is significant for a couple of reasons; it eliminates
the need for cross braces under the box, which catch dirt and grime, accelerating the
rusting process; it also eliminates any welds in the box floor, improving overall structural
integrity. The side gates and end gate are also far sturdier and easier to operate than the
competitors.

By going with the J-Craft Inc. bid it will put us over our original budget of $40,000, by
approximately $2,000. The projected service life for this vehicle is 10 years. We feel the
extra cost on the front end of the purchase is justified and it would be in the city's best
interest.

Staff Recommendation:

Staffrecommends approval of the purchase from J-Kraft, Inc.

Committee Recommendation:

Motion to recommend City Council approve the purchase of plow, hoist, and box for one-
ton truck from J-Kraft, Inc.

Reviewed by:
City Administrator
Director of Public Works
Public Works Supervisor
Finance Officer

G:luserslJITdelingl~.JO~COUNCIL&iROAD&BRIll-ton case.doc 06/17/99

PW: 06/15/99
