I
I
I
I
I
I
I
I
IO
I
I
I
I
I
I
I
I
I

PC CASE #: /
RECLASSIFY (TEMPORARY) TRANSCRIPTIONIST POSITION TO REGULAR
STATUS (PART-TIME) PUBLIC SAFETY AIDE
By: Joyce Pruitt Hottinger, Administrative Services Manager

Background:
This item was presented to the Personnel Committee on June 8th and was tabled for further
discussion with the Police Chief. This item is returning to the Personnel Committee for further
consideration.

On May 25, 1999, City Council authorized funding for the necessary PERA contribution for the
proposed reclassification from temporary Police Transcriptionist to regular status part-time
Public Safety Aide. This proposal is for the formal reclassification of the temporary status Police
Transcriptionist, to regular status, part-time Public Safety Aide.

Budgeta~ Considerations
The $491.68 required for the PERA contribution was authorized by City Council on May 25,
1999. Current Public Safety Aide Laurie Swadner reduced her hours significantly and Ms.
Meier, a temporary status Police Transcriptionist, has worked in this capacity since the beginning
of the year. PERA has advised the City that PERA contributions are due regardless if the
classification request is approved since Ms. Meier has been fulfilling duties of a Public Safety
Aide for over six months. The 1999 Approved Budget reflects the hourly wage for the
classification request.

Selection
An external posting was used to fill the temporary transcriptionist position in April 1996. In
accordance with the Ramsey Administrative Policy regarding reclassification, this position may
be reclassified without an external posting/hiring process.

Job Description
The job description approved in 1998 for Public Safety Aide will continue to be used for this
position. This position will be covered under the AFSCME, Local No. 2454 Labor Agreement.

Probationary Period
This position would serve a six-month probationary period.

Staff Recommendation:

Authorize the reclassification of the position of temporary status Police Transcriptionist to
part-time, regular status, Police Public Safety Aide.
Based on the previous hiring process conducted for the position of Police Transcriptionist,
further authorize the selection of the existing Police Transcriptionist, Kellie Meier, as the
part-time, regular status, Public Safety Aide.
