'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I0 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PRIVATE DOG KENNEL TO <br />MAINTAIN MORE THAN TWo ADULT DOGS ON A PARCEL; <br /> CASE OF ROBERT AND RITA KNOLL <br /> <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On April 27, 1999, the City received an application from Robert and Rita Knoll for a private <br />kennel conditional use permit to maintain a maximum of four adult dogs on the property at 6020 <br />151st Lane N.W. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />c) <br />d) <br /> <br />Site location map; <br />Letter of application and site plan; <br />Draft Planning Commission public hearing and regular meeting minutes dated <br />June 1, 1999; <br />Proposed findings of fact; <br />Proposed conditional use permit. <br /> <br />Notification: <br /> <br />State Statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff attempted to notify all property owners within 500 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The subject property is approximately .4 acres in size and is zoned R-1 Residential. Bob and <br />Rita Knoll currently have 1 Labrador Retriever and 1 Curly Coat Retriever and they are involved <br />in dog sports such as obedience and agility competition, conformation, flyball and tracking. <br />They would like to expand upon their hobby and acquire 2 more mid-size sporting dogs. The <br />applicants have provided a letter of application and site plan which indicates that the dogs will be <br />kenneled indoors and there is a fenced exercise yard. They have stated that they do not intend to <br />conduct any commercial activities such as breeding, selling, training or boarding, if the private <br />kennel permit is granted. <br /> <br />The Planning Commission conducted a public hearing on June 1 regarding the request and two <br />area neighbors spoke in support of the Knolls' request, stating that they are very responsible pet <br />owners. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend approval of the request. <br /> <br /> <br />
