Observations: <br /> <br />There are only two new changes since the City Council's last review of the ordinance. <br />The first is a minor change in 9.11.20, Subdivision 5 where the word "shrubs" was <br />replaced with "vegetation." The second, more significant change was to require a traffic <br />generation analysis to the site plan review submittal requirements for all proposed <br />multiple family dwelling (3 or more units) and mobile home parks. This change can be <br />found in 9.03.06, Subdivision 1, d. This item was added in order to codify Section 14.2.2 <br />of the Ramsey City Charter as amended per Special Election, September 22, 1997, and <br />effective October 22, 1997. <br /> <br />The remaining changes, summarized here, have already been discussed by the Planning <br />Commission and City Council. In general, the proposed ordinance includes several <br />language revisions to clarify requirements and to change any language that specifically <br />references information that changes occasionally by administrative decision or City <br />Council resolution. <br /> <br />The proposed ordinance adds new: submittal requirements for site plan review <br />applications which include providing building elevations, color renderings, locations of <br />existing significant historical and natural features, and exterior lighting locations, <br />specifications and fixture diagrams. <br /> <br />The ordinance adds two new performance standards for non-residential uses, including <br />underground irrigation of landscaped areas and prohibits fiat roofs on non-residential <br />buildings if it is deemed by the City to be incompatible with neighboring residential <br />development. <br /> <br />Finally, the ordinance moves the performance standards in Section 9.03.06, Subdivision 4 <br />(Standards) to the more appropriate location in Section 9.11.20 (Non-Residential <br />Performance Standards). <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of Ordinance 99-__ amending Sections 9.03.06 (Site <br />Plan Review) and 9. I t.20 (Non-Residential Performance Standards) of the City Code. <br /> <br />Council Action: <br /> <br />Motion to introduce Ordinance 99-__ amending Sections 9.03.06 (Site Plan Review) and <br />9.11.20 (Non-Residential Performance Standards) of the City Code. <br /> <br />Reviewed Checklist: <br /> <br /> <br />
