At the July 6 Planning Commission meeting, three issues were discussed in depth: I) The <br />requirement and justification for the installation of trail along Sunwood Drive. 2) Comments in <br />the Staff review letter requesting the addition of an equalizer culvert under the bituminous path <br />in the northwest comer of thc project area. 3) Staff's request for the addition of three trees on <br />the south property line to continue the established planting pattern along Sunwood Drive. The <br />Planning Commission recommended approval of the site plan contingent upon these issues being <br />resolved to the satisfaction of the City Council <br /> <br />Staff met with the applicants on July 8 and came to the following conclusions relating to the 3 <br />issues listed above. 1) The City's Trail Map was reviewed and it was evident that the trail in <br />front of Direct Enclosures is a link in the greater pedestrian transportation system. The site <br />improvements for the Direct Enclosures facility will include construction of the trail segment and <br />the City will join in to extend that trail segment east to Industry Avenue and west beyond the <br />boundary of the Direct Enclosure site to link up with an existing trail around the wetland <br />northwest of the site. The City is planning to construct the remainder of the Sunwood trail with <br />~the extension of Sunwood Drive from Sunfish Lake Blvd. to Ramsey Blvd. in 2000. 2) The <br />potential for the existing trail segment around the wetland to the northwest to flood during <br />certain high water events will be investigated by City Staff.. If it is confirmed that there is a <br />problem that needs to be corrected, it is agreed that the City is responsible and will enter into a <br />separate contract with the contractor for' Direct Enclosures to raise the trail and install an <br />equalizer culvert. The City should be in a position to get a very reasonable bid for the work <br />considering the proximity to the Direct Enclosures site. 3) The Landscape Plan in its entirety <br />was reviewed and the applicant has agreed to provide 3 more deciduous trees along Sunwood <br />Drive. The 3 pine trees shown on the Landscape Plan will be installed as part of the future <br />addition to the building. The 7 deciduous trees along Sunwood Drive will be staggered on either <br />side of the trail. The shrubs and monument sign in the southeast comer of the site are being <br />eliminated. The irrigated turf along the east property line behind the parking lot curb will be <br />replaced with seed and allowed to be taken over by natural vegetation from the adjacent wetland. <br />The Sumac in the northeast comer of the site may be reduced to no tess than 11 plants; and the <br />Lilac Bushes along the north property line may be reduced to no less than 12 plants.
