Energy Park, west of the <br />intersection of Industry Avenue and Sunwood Drive. <br /> <br />Zoning Administrator Frolik explained that although the building and site improvements will be <br />situated on Lot 1, Block 2 of A.E.C. Energy Park, the entire site actually consists of three lots <br />that include Lot 1, Block 1 of Phillips Addition to Ramsey and an unplatted remnant parcel. <br />Two access onto Sunwood Drive are proposed, and there will be no direct access to Industry <br />Avenue. There are wetlands on the site and the Lower Rum River Water Management <br />Organization has issued a permit to fill approximately % acre of those wetlands. This filling is <br />being mitigated both on site and off site at Alpine Park. <br /> <br />Zoning Administrator Frolik stated that the facility is proposed to be 16,080 square feet in size, <br />with a possible future expansion of another 14,336 square feet. The site plan being considered at <br />this time is only applicable to the initial 16,000 square feet. The proposed building and its future <br />expansion complies with the 35% building coverage restriction and all setback requirements. <br />The exterior finish on the building is proposed to be concrete masonry with decorative texture. <br />One loading berth is required and two are provided. The loading berth will be located on the <br />rear, or north wall. In accordance with..City Code a sufficient number of off-street parking <br />spaces are provided and all traveled surfaces of the lot will be paved with bituminous and <br />finished with B-612 concrete curb. Staff has recommended that the addition area be finished with <br />a rolled bituminous curb. The required landscaped yard is provided adjacent to Sunwood Drive. <br />Staff has requested the addition of three trees on the south property line to continue the <br />established planting pattern along Sunwood Drive. Site development will also require <br />continuance of the pedestrian trail along Sunwood Drive. <br /> <br />Zoning Administrator Frolik that when reviewing the drainage plan it was noted that an existing <br />path could underwater in high water. The City Engineer gave two options which included <br />placing an equalizer and raising the path 2 ½ feet or leaving it as is. Zoning Administrator Frolik <br />stated hat the City Engineer is requesting that he trail be raised and the equalizer be installed, but <br />unsure of how the cost would be handled. <br /> <br />Commissioner Jensen questioned how much path would have to be raised. Zoning Administrator <br />Frolik stated approximately 75 feet, <br /> <br />Commissioner Johnson questioned when the trail was installed. Zoning Administrator Frolik <br />stated a couple of years ago as an AEC project. Commissioner Johnson stated that the trail was <br />installed incorrectly and doesn't think the applicant should have to pay for it. <br /> <br />Commissioner Jensen questioned if the drainage from the business will affect the high water. <br /> <br />Paul Meyer, Meyer Architect, reviewed the proposed drainage from the property, but noted that <br />the path currently goes under water. <br /> <br />Planning Commission/July 6, 1999 <br /> Page 5 of 7 <br /> <br /> <br />
