FC CASE #

ACQUISITION OF REDEVELOPMENT LAND
SOUTH OF MATE PRECISION TOOLING
By: James E. Norman, City Administrator

Background:

For approximately two years, the City of Ramsey negotiated with Mate Precision Tooling
to purchase redevelopment property to the south for the possible expansion of Mate. As
part of those negotiations, the City purchased the Dickenson Bus property (dba Brake
Alert), a 1.13 acre parcel, at 14010 Sunfish Lake Boulevard NW in October 1997. The
remainder of the property south of Mate Precision Tooling was owned by Robert J. Hunt
of Pine City, Minnesota. Mr. Hunt entered into a contract for deed arrangement with T &
G, Inc., for most of the remaining acreage in the summer 1996, except for a northern. 89-
acre strip of land which had been encumbered by a driveway/roadway easement for the
purpose of providing access to the Dickenson property. The .89-acre tract of land had
been obligated by Mr. Hunt in 1988 to Dickenson, however, that obligation was never
fulfilled because Dickenson did not pay the taxes on the tract (map attached). The City
has recently received correspondence from the attorney representing Mr. Robert J. Hunt
proposing to sell the .89-acre of property to the City of Ramsey for back taxes in the
amount of $4,100 (letter attached to case).

Recommendation:

With the City's renewed interest in maintaining control of re-development properties, the
offer put forward by Mr. Hunt's attorney would appear appropriate. Staff would
recommend entering into an agreement with Robert J. Hunt to acquire the .89-acre tract
of land immediately to the south of Mate Precision Tooling. The financing could be
taken from the Council Contingency Fund.

Committee Action:

Motion to recommend City Council authorize the Mayor and City Administrator to enter
into an agreement with Robert J. Hunt to acquire the .89-acre tract of land immediately to
the south of Mate Precision Tooling.

Reviewed by:

City Administrator
Finance Officer
City Attorney
Community Development Director

FC: 07/13/99

q

G:\users~JThieling\~_~IO\COUNCIL&\CITYCOLIN~1999~July\Dickenson71399.doc 07/06/99
