WMO Commissioners <br />July 6, 1999 <br />Page 3 of 3 <br /> <br />Co <br /> <br />cities' water management plans, surface water management methods, and alternative <br />methods from an engineering perspective, the effectiveness of testing programs, the roles <br />of other governmental bodies concerned with water management issues, and the like. <br />Therefore, the meetings are relatively efficient and the board is prepared to deal with the <br />entire range of management issues from policy to review of proposed projects. <br /> <br />If these people are to be replaced by citizens or elected officials (whether immediately by <br />December 31 or over time as terms expire and new board members are appointed) the <br />cities in the WMO may wish to consider making changes to its organizational structure. <br />One such change which was recommended was to create a technical advisory committee <br />which would be made up of knowledgeable city staff personnel, and possibly dividing the <br />elements of the work of the WMO into categories - some of which would be reserved to <br />the commissioners (such as policy matters, variances, budget appr-oval, plan approval and <br />plan amendments) and some of which would be delegated to Vv2vlO staff, consultants or <br />technical advisory committee for administrative approval (such as project reviews). <br /> <br />Effort to Change the Law. <br /> <br />Finally, the cities should discuss whether it is advisable to make an attempt to have the <br />new law repealed in the next legislative session, which begins in February. <br /> <br />If so, we should consider how the city can work most effectively with its legislative <br />delegation, what role the League of Minnesota Cities and Association of Metropolitan <br />Municipalities could play, and whether the cities wish to retain lobbyists. <br /> <br />If the cities decide to attempt to.have the law changed, it would nevertheless make sense <br />to address the issues raised earlier in this memorandum, since the law may not be <br />changed, or may not be changed quickly.
