PC CASE #: ]

AUTHORIZE APPOINTMENT OF ON-CALL FIREFIGHTERS
By: Joyce Pruitt Hottinger, Administrative Services Manager

Background:

There are currently five openings in the Fire Department. Public Works Director/Fire Chief
Kapler requested the vacancies be staggered so we have three new recruits at one time and two
later. Candidates have been interviewed by a panel consisting of the Public Works Director/Fire
Chief, Assistant Fire Chief and Administrative Services Manager. Candidates have also passed
the physical ability test, and background checks on driving records and criminal history are
pending receipt of results from the appropriate agencies.

The interview panel recommends that positions be offered to Jesse Temus, John Nelson and
Michael Shefveland. John Nelson, currently is employed by the City of Ramsey's Public Works
Department. In accordance with Council policy adopted on April 14,1998, (case and minutes
attached), if Mr. Nelson is appointed as a paid on-call firefighter and is called out for a general
alarm call, he would be paid his Maintenance Worker wage during his regular Public Works
shift. All appointments would be contingent upon satisfactory results of the criminal background
checks, driving record checks and required physical examination. Their appointments would be
effective August 11, 1999.

Committee Action:
Motion to recommend that Council authorize offering paid on-call Firefighter positions to Jesse
Temus, John Nelson and Michael Shefveland, effective August 11, 1999, contingent upon
satisfactory results of the background checks, driving record checks and required physical
examinations.

Council Action:
Motion to approve the authorize offering paid on-call Firefighter positions to Jesse Ternus, John
Nelson and Michael Shefveland, effective August 11, 1999, contingent upon satisfactory results
of the background checks, driving record checks and required physical examinations.

Reviewed By:
City Administrator
Public Works Director/Fire Chief

Copies also distributed to: .

Attachments:
1.

City Council April 14, 1998 minutes approving the policy regarding full-time City employees
serving in the Fire Department
Personnel Committee Minutes and Case related to above mentioned policy

PC 07/27/99
