ORDINANCE #99- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE ADDING SECTION 7.14 "CARNIVALS" TO CHAPTER 7 OF THE CITY <br />CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />7.14 CARNIVALS <br /> <br />SECTION 1. <br /> <br />DEFINITIONS <br /> <br />Amusement Ride. A mechanical device that carries or conveys passengers along, around, or over a fixed <br />or restricted route or course for the purpose of giving its passengers amusement, pleasure, thrills or <br />excitement. <br /> <br />Carnival. An aggregation of attractions, whether shows, acts, game, vending devices or amusement <br />machines, whether conducted under one or more managements or independent, which are temporarily set <br />up or conducted in a public place or on any private premises accessible to the public with or without an <br />admission fee including, but not limited to, circuses, speed tests, endurance tests and any other attractions <br />or devices which, from the nature of the aggregation, attract attendance of the public for their <br />entertainment and pleasure. <br /> <br />SECTION 2. <br /> <br />LICENSE REQUIRED <br /> <br />No person shall operate, maintain, or conduct any carnival within the City without first procuring a <br />license as provided herein. All carnivals are restricted to a time period not to exceed 14 days. No <br />fraternal, religious, veterans or educational organization, having its principal meeting place or school(s) <br />located within the City of Ramsey, shall be required to obtain a license for any carnival if the purpose of <br />said carnival is to raise funds for the benefit of the association or organization, and no amusement rides <br />regulated by Minn. Stat. Chapter 184B will be used at the carnival. <br /> <br />SECTION 3. <br /> <br />APPLICATION <br /> <br />An application for such license shall be made in writing to the City Administrator or Ms/her designee and <br />shall state the full name and address of the applicant, the location where the carnival is to be conducted, <br />the owner of the premises, the days on which the carnival is to be conducted, and other such information <br />as shall be required by the City. <br /> <br />SECTION 4. <br /> <br />REVIEW AND APPROVAL <br /> <br />The information in the application will be investigated as required by the City. The applicant shall <br />provide evidence of written permission for the operation of the carnival from the owner of the location of <br />the premises. The City Council shall require review and recommendation from the Fire Chief, Police <br />Chief and Community Development Director, and upon satisfactory recommendation the City Council <br />will approve said license. The City Council reserves the right to require a public hearing on the <br /> <br /> <br />
