ORDINANCE #99- CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE ADDING SECTION 7.14 "CARNIVALS" TO CHAPTER 7 OF THE CITY CODE OF RAMSEY, MINNESOTA. The City of Ramsey ordains: 7.14 CARNIVALS SECTION 1. DEFINITIONS Amusement Ride. A mechanical device that carries or conveys passengers along, around, or over a fixed or restricted route or course for the purpose of giving its passengers amusement, pleasure, thrills or excitement. Carnival. An aggregation of attractions, whether shows, acts, game, vending devices or amusement machines, whether conducted under one or more managements or independent, which are temporarily set up or conducted in a public place or on any private premises accessible to the public with or without an admission fee including, but not limited to, circuses, speed tests, endurance tests and any other attractions or devices which, from the nature of the aggregation, attract attendance of the public for their entertainment and pleasure. SECTION 2. LICENSE REQUIRED No person shall operate, maintain, or conduct any carnival within the City without first procuring a license as provided herein. All carnivals are restricted to a time period not to exceed 14 days. No fraternal, religious, veterans or educational organization, having its principal meeting place or school(s) located within the City of Ramsey, shall be required to obtain a license for any carnival if the purpose of said carnival is to raise funds for the benefit of the association or organization, and no amusement rides regulated by Minn. Stat. Chapter 184B will be used at the carnival. SECTION 3. APPLICATION An application for such license shall be made in writing to the City Administrator or Ms/her designee and shall state the full name and address of the applicant, the location where the carnival is to be conducted, the owner of the premises, the days on which the carnival is to be conducted, and other such information as shall be required by the City. SECTION 4. REVIEW AND APPROVAL The information in the application will be investigated as required by the City. The applicant shall provide evidence of written permission for the operation of the carnival from the owner of the location of the premises. The City Council shall require review and recommendation from the Fire Chief, Police Chief and Community Development Director, and upon satisfactory recommendation the City Council will approve said license.
