The <br />plan proposes to construct a church on the east side of T.H. #47, at 172nd. One access is proposed onto T.H. #47 and the plans have been <br />forwarded to Mn/DOT for comment. The church building is proposed to be 13,136 square feet <br />in size and exterior walls will consist of a combination of rock face and single scored block. The <br />facility will be served by an on-site septic system and well. <br /> <br />The area of the building and the paved parking lot do not exceed the 25% impervious surface <br />restriction in this area. The structure meets ail building setback requirements, however, the <br />placement is also affected by landscaping requirements. City Code requires a 40 foot landscaped <br />buffer area between non-residential uses and residentially zoned property. Although the parcel <br />to the south is occupied by Wirz' Nursery, it is zoned residential and therefore the standard 10 <br />foot side yard setback increases to 40 feet. Subsequent to receiving the City Staff Review Letter <br />and prior to the Planning Commission meeting on July 6, the applicant modified the site plan to <br />provide the 40 foot buffer between the church and the adjacent property to the south. <br /> <br />In accordance with City Code, a sufficient number of off-street parking spaces are provided and <br />all traveled surfaces of the lot will be paved with bituminous. With the exception of a parking <br />lot expansion area in the northeast comer of the parking lot, all bituminous surfaces are proposed <br />to be finished with B 6/12 concrete curbing. Staff has l~ecommended that the parking lot <br />expansion area be finished with a bituminous berm. <br /> <br />The Landscape Plan consists of transplanting 11 coniferous trees to the west property line and <br />adding 4 Maple trees and 3 Flowering Crab trees along the west elevation of the building. Staff <br />has recommended the addition of 5 deciduous trees and 30 shrubs to the Landscape Plan and the <br />applicant has modified the Plan accordingly. <br /> <br /> <br />
