Community Development Assistant Walther stated that on September 1, 1998, the Planning <br />Commission directed Staff to review the Site Plan Review section of City Code. Staff reviewed <br />the current code, the recommendations of the Chapter 9 Review Subcommittee, and the <br />suggested additional submittal requirement of color renderings and/or colored material samples <br />of the building exterior. <br /> <br />Community Development Assistant Walther stated that after reviewing a draf~ of the proposed <br />revisions on December 3, 1998, the Planning Commission suggested additional modifications. <br />Staff made the suggested modifications. In addition, Staff moved all of the performance <br />standards found in Section 9.03.06 (Site Plan Review), Subdivision 4 (Standards) to the more <br />appropriate location in Section 9.11.20 (Non-residential Performance Standards). Therefore the <br />Planning Commission considered the adoption of an ordinance to amend Sections 9.03.06 and <br />9.11.20 of Ramsey City Code at the Planning Commission meeting on January 5, 1999. The <br />Planning Commission recommended City Council approve the proposed ordinance. <br /> <br />Community Development Assistant Walther explained that the City Council introduced the <br />ordinance on January 26, 1999. The City Council then suggested two changes to the ordinance at <br />their meeting on February 9, 1999. Staff made the suggested changes and returned it to the <br />Planning Commission for review on June 1, 1999. The Planning Commission held another <br />public hearing at which they received no comment. <br /> <br />Motion by Mayor Gamec, and seconded by Councilmember Anderson, to introduce Ordinance <br />99-__ amending Sections 9.03.06 (Site Plan Review) and 9.11.20 (Non-Residential Performance <br />Standards) of the City Code. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmember Anderson, Hendriksen, and <br />Zimmerman. Voting No: None. <br /> <br />Case #6: Request for Site Plan Approval; Case of New Life Church <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey has received a request for site plan <br />approval from New Life Church. The plan process proposes to construct a church on the east <br />side of T.I-I. #47, at 172nd. She explained that the site is ten acres in size. One access is proposed <br />onto T.H. #47 and the plans have been forwarded to MnDOT for comment. The church building <br />is proposed to be 13,136 square feet in size and exterior wails will consist of a combination of <br />rock face and single-scored block. The facility will be served by an on-site septic system and <br />well. The area of the building and the paved parking lot do not exceed the 25% impervious <br />surface restriction in this area. The structure meets all building setback requirements, however, <br />the placement is also affected by landscaping requiremen'~s. City Code requires a 40-foot <br />landscaped buffer area between non-residential uses and residentially zoned property. Although <br />the parcel to the south is occupied by Wirz's Nursery, it is zoned residential and, therefore, the <br />standard ten-foot side yard setback increases to 40 feet.
