I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br /> AUTHORIZE MASTER TRAIL PLAN <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />At the June 22, 1999 City Council meeting, the various purposes, needs and rationale <br />necessitating a trail plan were discussed. Council tabled action on funding the plan to <br />allow staff to assemble information on grant opportunities relating to trail development. <br /> <br />Enclosed (loose, not bound with the agenda) are the following documents: <br /> <br />· Funding Your Trail, Minnesota Department of Natural Resources, Trails and <br /> Waterways Unit <br />· Grant Programs, Minnesota Department of Natural Resources <br />· Financing Greenway and Other Open Space Acquisitions: A Sampling of Federal, <br /> State and Local ]~esources, The Trust for Public Land <br />· Ot~en Space Acquisition and Financing Authority for Local Units of Government in <br /> Minnesota, The Trust for Public Land <br /> <br />These documents list a variety of grant sources (private, state and federal) and various <br />other means of funding trails. In addition, information on Tea-21 funding criteria has <br />been enclosed. <br /> <br />As stated, the common requirement for any of the funding sources is having detailed <br />concept plans and a project estimate. In addition to the other benefits of a trail plan, it <br />will contain these two items for each significant trail segment. Grants also frequently <br />require public input on trail planning and adoption of an overall plan - another element of <br />a Master Trail Plan. Attached is the June 1999 Finance Committee case requesting <br />authorization to enter into an agreement with SRF Consulting Group for a Master Trail <br />Plan. (The spiral bound proposal from SRF that Council received earlier is not included <br />with this agenda.) <br /> <br />Recommendation: <br /> <br />The Park and Recreation Commission and staff recommend proceeding with a Master <br />Trail Plan. <br /> <br />Council Action: <br /> <br />Motion to authorize staff to enter into an agreement with SRF Consulting Group for a <br />Master Trail Plan at a cost not to exceed $18,000. <br /> <br />Reviewed by: <br /> <br />Parks/Utilities Supervisor <br />Director of Public Works <br />City Administrator <br />CC: 08/10/99 <br /> <br />7 <br /> <br /> <br />
