6. Residents have an expectation of the City to perform comprehensive trail planning just as is done for roads or other infi'astructure. Mayor Gamec inquired if there is grant money available for planning services to which Park/Utilities Supervisor Boos replied yes, but they usually want to see pavement and infrastructure in place. Mayor Gamec thought it would be a good idea to have a plan in place. Councilmember Zimmerman suggested that maintenance costs and liability issues need to be looked at. Mr. Boos stated that those items would be included in the Master Trail Plan. Councihnember Anderson stated that she would like the trails connected trails in other communities. Councihnember Hendriksen stated that the City has a Park and Recreation Commission and questioned why they cannot do most of the planning themselves. Park/Utilities Supervisor Boos explained that there is a good level of expertise at the Commission level, but hiring an outside party would allow for an objective view plus another experts opinion as well as would provide maps that staff or Commission could not provide. Councilmember Anderson suggested that having a professional prepare the Master Trail Plan would provide for a much stronger plan. Park/Utilities Supervisor Boos explained the Plan is very important to get grant funds. Councilmember Hendriksen stated that he did not want to spend $18,000 on something that will sit on a bookshelf. City Administrator Norman stated that presentation materials are needed to get the funding. Motion by Councilmember Hendriksen and seconded by Councilrnember Anderson to table the item for further discussion during the City Council meeting. Motion carried.
