I <br />i <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />! <br /> <br /> CASE <br />SKETCH PLAN REVIEW FOR THE PRESERVE AT SUNFISH LAKE; <br /> CASE OF PULTE HOMES CORPORATION <br /> By: Cindy Sherman, Community Development Director <br /> <br />Background: <br /> <br />Pulte Home Corporation has submitted a sketch plan for the Kurak property located <br />around Sunfish Lake and Sunwood Drive. The plan is a mixed residential project with a <br />variety of townhomes and single-family homes proposed. Consistent with the process <br />followed in the Apple Ridge subdivision, the applicant has requested Council review of <br />their sketch plan. <br /> <br />The property is currently zoned R-IU, Single Family-Urban. This zoning district allows <br />townhomes as a permitted use subject to the PUD process. The existing Comprehensive <br />Plan designates the site as UR-Urban Residential. The guidelines and criteria for the <br />designation are attached. Pulte Homes has submitted an application for rezoning of the <br />property from R1-U to PUD. <br /> <br />Staff originally reviewed a plan that included 364 units on 95 acres for a density of 3.8 <br />units per acre. The developer revised the plan to 335 units and a density of 3.5 units per <br />acre. The developer held a neighborhood meeting and presented the 335-unit plan. <br />Based on the plan and unit mix the neighborhood comments ranged from no townhomes <br />wanted to townhomes of a certain value would be acceptable. Following the <br />neighborhood meeting the developer revised the plan again. They eliminated all eight- <br />unit townhome buildings and introduced single family homes that are maintained by an <br />association and are on common land. The plan now includes 294 units for a density of <br />3.1 units per acre. <br /> <br />Observations: <br /> <br />This property is designated mixed residential on the draft land use plan. Following are the <br />performance criteria taken out of the draft comprehensive plan. The staff has reviewed <br />the plan based on the criteria and comments are included with each criterion. <br /> <br />Mixed Residential Performance Criteria: Projects within the Mixed Residential land <br />use shall adhere to the following performance criteria: <br /> <br />1. The project is planned as an integral element of the larger neighborhood with <br /> interconnecting streets, pedestrian trails and greenways. <br /> · The plan connects existing street stubs, links the trail system and proposes <br /> greenway connections along the wetland on the east and the lake on the west. <br />2. Higher intensity housing is planned as an integrated part of the project and may be <br /> used for buffering or transition to major roads or more intense uses. <br /> <br /> <br />
