Councilmember Hendricksen stated that it is unreasonable to expect staff to be experts in <br />carnivals and to be able to guarantee mechanical safety. <br /> <br />Director of Public Works/Fire Chief Kapler responded that it should be part of the policy that the <br />carnival have some sort of bond for liability. <br /> <br />Ms. Hottinger stated that carnivals are required to have insurance up to a million dollars. <br /> <br />The Committee decided to follow Blaine's process which would require review and approval by <br />the City Council, have written permission to operate on the property, and include <br />recommendations from the Fire Chief and Police Chief. Ms. Hottinger stated that she would <br />make a draft copy and bring it back to the committee. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to table the item until the <br />next meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />Case #4: End Probationary Period of Finance Officer Diana Lund <br /> <br />Administrative Services Manager Hottinger stated that Diana Lund assumed the position of <br />Finance Officer on June 23, 1998, and her one-year probationary period date is June 24, 1999. A <br />written performance appraisal has been prepared, indicating satisfactory performance for Ms. <br />Lund. She explained that City Administrator Norman would be reviewing the written <br />performance appraisal with Ms. Lund. <br /> <br />The Committee reviewed Ms. Lund's performance evaluation and requested a copy of written <br />performance evaluations on probationary' department heads in the future. <br /> <br />Motion by Councilmember Anderson and seconded by Mayor Gamec to recommend that City <br />Council approve the resolution ending the probationary period for Finance Officer Lund and <br />granting her the status of regular, full-time employee, effective jUne 24, 1999. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />There was none. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Anderson and seconded by Mayor Gamec to adjourn the meeting. <br /> <br />Motion carried.
