Require hard surface, bituminous roadways to serve all [ <br /> future development in the Permanent Rural areas. <br /> <br />¢.8. Provide for the extension of urban services only when <br /> groundwater contamination (due to failing septic systems or <br /> other reasons) has the potential to pose a threat to human <br /> health. <br /> <br />4~.9. Encourage private well users to periodically test the <br /> drinking water supply from private wells in order to prevent <br /> serious health hazards from occurring due to groundwater <br /> contmnination. <br /> <br />Rural Performance Criteria <br />Residential development projects in the Permanent Rural area <br />(either rural preserve or rural developing) shall be evaluated <br />based on the following criteria: <br /> <br />1. Rural design principles are evident in the plan. <br />2. The site or sites can support two septic drain fields in <br /> accordance with Section 7080. <br />3. Owner/developer agree to on-site septic system inspections <br /> in accordance with City requirements. <br />4. The plan reflects a strong sensitivity to protecting and <br /> enhancing natural resources (wetlands, tree canopy, ponds, <br /> drainage ditches, rivers, etc.) particularly in relation to the <br /> greenway corridor system. <br />5. The site uses landscaping and natural vegetation (such as <br /> planting of windrows or shadetrees) to improve the energy <br /> efficiency of housing. <br /> <br />Urban Residential <br />All future (new) urban residential development will be served by <br />public sewer and water according to the development-staging <br />plan as further described later in the future land use plan. <br />Exceptions to this rule may occur in areas where pre-existing <br />large lot development surrounds vacant urban lands and soils are <br /> <br />Good examples of rural design principles can be found in the book Rural by Design by Randall Arendt, an <br />APA publication. <br /> <br />Ramsey Comprehensive Plan <br /> <br />~Page V-15 <br /> <br /> <br />
