September 8, 1999 Draft Encourage scattered site affordable housing developments as part of each residential housing project rather than segregating affordable housing in one project. Allow density bonuses for providing affordable housing, preservation of natural areas, creating open space connections, or buffering consistent with the plan. Require compatible land use transitions at the edges of neighborhoods through land use, site design and landscaping. Encourage environmentally conscious site design and construction methods to assure that development respects the natural environment. Provide dispersed locations for a diversity of housing styles, types, and price ranges and encourage development of housing and services that meet the needs of nontraditional households. Plan and provide for the housing and service needs of the elderly and disabled. Regularly review and revise, as necessary, zoning and subdivision regulations, building codes, design standards and approval processes to assure that regulations and standards area-;, flexible enough to allow quality and variety of housing options. Require and enforce high design and maintenance standards for all residential development. Require the maintenance of existing and future housing through enforcement of the housing maintenance code. Facilitate and promote housing rehab and renovation programs through partnerships with HUD, Fannie Mae, local banks, MI-WA, Metro Council, ACCAP, Anoka County HRA and other non-profit or private organizations. Promote and market first time homebuyer programs such as the Minnesota Cities Participation Program through MI-~A. Ensure projects are consistent with the goals and policies of the Mississippi River Critical Area Plan (MNRRA) and are sensitive to the Rivers natural environment.
