To enhance the local labor supply through provision of high density <br /> housing in close proximity to major places to work. <br /> <br />To create an attractive high quality, communi .ty oriented <br />development that positively reflects on the image and identity of the <br />Ramsey Community. <br /> <br />Mixed Use Policy <br />It is the policy of the City to: <br /> <br />1. Work with the landowners to develop a master plan consistent with <br /> the intent of the Mixed-Use designation. <br /> <br />Encourage consistent design standards that serve as a framework for <br />both public and private improvements addressing streets, lighting, <br />landscaping, and building materials and placements. <br /> <br />3. Allow higher density residential development within the Mixed-Use <br /> area. <br /> <br />4. Provide safe walkway and trail linkages from the Mixed-Use area to <br /> other public facilities, major employment centers (such as Ramsey <br /> Business Park 95) and residential neighborhoods. <br /> <br />Encourage the Northstar Corridor Development Authority to <br />consider the Mixed-Use site for a commuter rail station site and work <br />with the corridor to plan for such a facility. <br /> <br />6. Communicate with Anoka County and MnDot regarding __ <br /> development impacts associated with a potential bridge crossing. <br /> <br />Town Center <br />Although this plan does not identify a location for a Town Center, two <br />areas were discussed. One area is located along the BNSF railroad tracks <br />just west of Ramsey Boulevard. This area was chose because it was <br />largely vacant land and central to the community. The other area <br />discussed was the area encompassing City Hall and the intersection of <br />Highway 47 and 153rd Street NW. This area was chosen because of <br />existing civic uses and the commercial node. After much discussion, it <br />was determined that the process to pick a Town Center needed more time <br />to evolve and needed more public participation at the community level to <br />define the area and its needs. A taskforce should be created to undertake <br />the process of defining the how, where and when of a future Town <br />Center development. The following section is meant to provide some <br />general direction on developing a Town Center for the City of Ramsey. <br /> <br />Ramsey does not have much choice for local shopping, eating out or <br />doing business within its own community. It has no downtown that its <br />residents can identify with.
