Council Action: <br /> <br />Motion to ratify the Public Works Committee recommendations regarding stop sign requests. <br /> <br />Case #3: Report on T.H.//47 <br /> <br />Staff reported on the following issues relative to the T.H. #47 STP project (I.P. #98-14): <br /> <br />1) Staff was asked to check on the security of the $2.28 million pledged by the federal <br /> government for this project. The attached April 12, 1999 letter from Met Council to Mayor <br /> Gamec states that the current project funding is contingent upon letting the project by <br /> September 30, 2002. <br />2) Staff also reported that because other projects funded under this federal program have been <br /> unable to advance to the construction stage, MnDOT has decided to "lift the cap" on <br /> projects which are approved for letting before December 31, 1999 and are let before March <br /> 31, 2000. Presently the contribution on the T.H. #47 project is capped at 80% of the <br /> original estimate of $2.8 million. With the current construction cost estimate at $3.5 <br /> million, this could mean an additional $550,000 in federal funding to the project. <br />3) Conversation with the County engineer brought to light the fact that Anoka County has only <br /> $50,000 in its budget for the project versus the $250,000 that had been earmarked for this <br /> project previously. <br />4) The Committee was advised that appraisals were received on eight parcels involving strip- <br /> takings. The amount of these eight appraisals total $246,950. Three of these eight involve <br /> Lord of Life Church and amount to $98,150. Lord of Life has expressed interest in trading <br /> these properties for one of the "total take" properties that the City has already acquired for <br /> this project. In addition, 16 parcels have estimated values of less that $5,000, thereby not <br /> requiring an appraisal. The estimated value of these 16 parcels total $13,182. It is <br /> necessary for the City to approve these amounts before offers can be formally made. <br /> Attached is a list of parcels and parcel values. <br /> <br />Council Action: <br /> <br />Motion to ratify the Public Works Committee's recommendations as follows: <br /> <br />1) Direct Staff to submit plans and specifications as soon as possible in order to secure <br /> additional project funding. <br />2) Arrange a meeting with Anoka County to discuss the County portion of the project funding. <br />3) Authorize offers in the amount of the appraised or listed values for the proposed strip- <br /> takings.
