Councilmember Zimmerman suggested that he ask the County Assessor. <br /> <br />Mr. Mudge questioned who would be the appropriate person to talk with to determine if the <br />developer has completed ail of his obligations. <br /> <br />City Engineer Jankowski stated that he would be willing to meet with Mr. Mudge to discuss any <br />questions he may have. <br /> <br />Mr. Mudge asked if there is a bond that the City has from the developer. <br /> <br />City Engineer Jankowski stated that he would have to research the information. <br /> <br />Ms. Stickney questioned the fee that the townhome owners are having to pay for street lights <br />when there are only three lights in the development and the developer paid the maintenance cost <br />for three years in advance. <br /> <br />Councilmember Zimmerman inquired if the streetlights are private property. <br /> <br />City Engineer Jankowski explained that there are three lights on the main street of the <br />development and that they are a part of the City's street lighting system and the fees the <br />developer paid were the same as a standard subdivision in which the developer contributes to the <br />installation of the lights and fronts the maintenance cost for three years. The maintenance charge <br />that the developer pays is meant to cover the vacant properties while the development is being <br />completed. Mr. Jankowski stated that the argument the association may have is that there are 81 <br />units supporting three lights and suggested the possibility of having a lower townhome rate, <br />because in a single family development there are usually seven homes paying for one light. <br /> <br />Councilmember Connolly suggested selling the lights to the association. <br /> <br />Councilmember Zimmerman stated that the City needed to do some research and discuss legal <br />issues xvith the City Attorney. <br /> <br />Councilmember Hendriksen suggested including any further questions that the association might <br />have to the City Council case. <br /> <br />Mr. Mudge questioned what kind of time fi'amc there would be for the installation of signs. <br /> <br />Councilmember Zimmennan stated that there is nothing as an association that would prevent <br />them from installing signs themselves. <br /> <br />Public Works Committee/August 17, 1999 <br /> Page 4 of 8 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
