Experience <br />EXPERIENCE PROVIDING PLANNING <br />SERVICES <br />Bonestroo provides professional consulting <br />services in engineering, planning, and <br />environmental science. Our staff includes <br />planning, landscape architecture, and urban <br />design professionals who respond to our <br />clients' community planning, zoning code <br />development or development plan review <br />needs on a project basis or combined with <br />day-to-day planning assistance. <br />Planning and related services represent <br />about 5% of Bonestroo's total services. <br />Among the seven key members of the <br />Bonestroo planning team, all types of <br />community planning and zoning work are <br />about 90% of our work, with about 30% <br />of that work devoted to zoning code and <br />development review. <br />Bonestroo planners are familiar with Ramsey's planning <br />history. <br />Al <br />O O J> <br />ORGANIZATION & EXPERIENCE <br />j/ PLANNING TEAM <br />PHILOSOPHY <br />Our philosophy on the balance between <br />economic development and zoning <br />regulation is rooted in our understanding <br />of the foundations of planning and zoning <br />in our American form of government. The <br />Constitution establishes a government with <br />limited and clearly delineated powers. <br />There are key functions government <br />must perform — regulation of land for the <br />community's health, safety and welfare <br />is among them — but we must guarantee <br />everyone the right to enjoy and invest in <br />their individual properties as long as they <br />pose no harm to their neighbors. <br />Bonestroo planners are leaders in education <br />on planning and zoning issues. We stress <br />to the attendees of the seminars we teach <br />that we must be clear regarding the intent <br />of any regulation, be sure that has a rational <br />basis, and that it is the minimum necessary <br />requirement to achieve a desired end result. <br />With this background in mind, communities <br />come together to craft a shared vision in a <br />comprehensive plan and then implement <br />that plan with regulations, such as the <br />zoning code and subdivision code. <br />A varied mix of business types is essential to Ramsey's <br />future success. <br />MARKET RESEARCH IS KEY <br />In Ramsey's plan, and in all recent <br />comprehensive planning efforts by the <br />Bonestroo planning team, there is a market <br />research component — a community market <br />overview — that indicates what the market <br />demand is likely to be in terms of the type <br />and scale of residential and commercial <br />development in the future. <br />Translating this market information into <br />zoning code standards, reflecting the <br />various types of development at the <br />right scale in the right locations, will help <br />create community that can succeed in the <br />marketplace. <br />PLANNING PROCESS & TIMING COMPENSATION ,P' Bonestroo <br />PROJECTS SERVICES 0Ir <br />
