The driveway and off-street parking areas will be paved and finished with B-612 curbing. The <br />plat for Guy Addition provided two accesses to Hwy. #10 for the 4 lots. According to the plat of <br />Guy Addition, the Zitzloffproperty is supposed to access Hwy. #10 via a 30 foot easement in the <br />southwest comer of the adjacent lot to the east (Lot 3). The site plan shows expanding that <br />existing 30 foot driveway into a 50 foot w/de access in an area where no access rights exist (the <br />southeast comer of Lot 2). The plan has been forwarded to Mn/DOT for comment and no <br />written response has been received to date. In a telephone conversation on September 22, <br />Mn/DOT Staff indicated that they will be recommending that the approved access in the <br />southwest comer of Lot 2 be relocated slightly to the west to line up with the HWY. #10 median <br />crossing. This relocation of the legal access will require the cooperation of Mn/DOT and <br />property owners in Guy Addition and can be initiated by Mr. Zitzloff at any time. A more <br />comprehensive response is expected from Mn/DOT in writing in the near future. <br /> <br />No screening is required because the adjacent parcels are also zoned commercial. The site plan <br />provides the required 20 foot wide landscaped area parallel to HWY. #10 and at Staff's request, an <br />additional 20 feet has been preserved for a possible future service road. Staff recommended and <br />the Applicant agreed to add a couple more trees to the plan. Modifications should be made to the <br />landscape plan accordingly. <br /> <br />The facility will be served by municipal sewer and water. Because of pre-existing stormwater <br />problems in the area, this development will require stormwater improvements. The Planning <br />Commission recommended that a comprehensive stormwater plan from the Ramsey/Anoka <br />boundary to Sun_fish Lake Blvd. be taken into consideration when determining what is necessary <br />to facilitate Mr. Zitzloff's project.: <br /> <br />The site plan proposes a storm sewer beneath the raikoad tracks into the City's regional <br />stormwater pond to service Business,Park 95. This storm sewer is consistent with Staff plans for <br />servicing the drainage area south of[he railroad trae~' Ed:north of Hwy. #10. The capacity of <br />this pipe, however, is not specified within the site plan. ~'t~':'~'e'present time, only the Zitzloff and <br />Parabody properties have expressed interest in the installation of storm sewer. The questions <br />which need to be addressed are whether a pipe larger than that needed to service the Zitzloff <br />property should be installed beneath the raikoad tracks, and how the crossing should be financed. <br />It is Staff's recommendation that the City negotiate an agreement in which: <br /> <br />(a) Zitzloff and Parabody agree to pay the cost of a storm sewer railroad crossing sufficient <br /> to handle their respective runoff capacities; <br />(b) storm sewer be extended within a proper width drainage easement dedicated to the City <br />over the Zitzloff and Parabody properties along the northerly border of both properties; <br />(c) the City would pay for the oversizing of storm sewer beyond the Zitzloff and Parabody <br /> properties.
