I

I
!
I
I
I
I
I
I
I
I
I
I

CASE #

PUBLIC HEARING AND LEVY OF SPECIAL ASSESSMENTS FOR
THE 1999 STREET MAINTENANCE PROGRAM
By: Steve Jankowski, City Engineer

Background:

The proposed 1999 Street Maintenance Program consisted of eight individual projects. Project
#99-08 was deleted, as it was determined that a storm sewer project should be installed in the
affected street, Juniper Ridge Drive. This project will be proposed in the 2000 Street
Maintenance Program. The remaining seven projects included three crack fiI1/sealcoat projects
coveting 6.8 miles of street and four bituminous over projects coveting 5.7 miles of street.

Because of favorable bid prices on crack filling and sealcoating, two projects proposed for
assessment were covered by developer escrows retained by the City for the purpose of the first
sealcoating. The remaining sealcoat project, #99-01, is proposed to be assessed $154.97 per unit,
which is $44 less than anticipated at the time of the feasibility study in February 1999. Three
overlay projects had final costs ranging from $20 to $266 less than those proposed in the
feasibility study. The fourth overlay project has an assessed cost $24 higher than anticipated in
the feasibility study. The overlay was thickened on this project in selected areas on the advice of
the project inspector, due to the rutted nature of the existing pavement.

Council Action:

Motion to adopt Resolution #99-09-XXX through #99-09-XXX adopting
Improvement Projects #99-01 and #99-04 through #99-07.

assessments for

Reviewed by:

Director of Public Works

CC: 09/28/99
