Subd. 4 Assigning costs and making charges based upon expected <br />typical storm water runoff cannot be done with mathematical <br />precision but can only be accomplished within reasonable and <br />practical limits. The provisions of this section undertake to <br />establish a reasonable and practical methodology for making such <br />charges. <br /> <br />4.80.03 RATES and CHARGES <br /> <br /> Subd. i RESIDENTIAL EQUIVALENT FACTOR. Rates and charges for <br />the use and availability of the system shall be determined through <br />the use of a "Residential Equivalent Factor" ("REF").. For the <br />purposes of this section, one REF is defined as the ratio of the <br />average volume of surface water runoff coming from one acre of land <br />and subjected to a particular use, to the average volume of runoff <br />coming from one acre of land subjected to typical single-family <br />residential use within the city during a standard one-year rainfall <br />event. <br /> <br /> Subd. 2 DETERMINATION of REF's FIR LAND USES. The REF's for <br />the following land uses within the city and the billing <br />classifications for such land uses are as follows: <br /> <br />Land Uses REF <br />Parks and Railroads .75 <br />Two-Family Residential 1.00 <br />Single-Family Residential 1.00 <br /> <br />Public Schools and Institutional 1.25 <br /> Uses <br /> <br />Multiple-Family Residential Uses 3.00 <br /> and Churches <br /> <br />Commercial, Industrial and Warehouse 5.00 <br /> Uses <br /> <br />Classification <br /> <br /> Subd. 3 OTHER LkND USES. Other land uses not listed in the <br />foregoing table shall be classified by the city administrator by <br />assigning them to the classes most nearly like the listed uses, <br />from the standpoint of probably hydrologic response. <br /> <br /> Subd. 4 APPEALS. Appeals from the city administrator's <br />determination of the proper classifications may be made to the city <br />council. The council may adjust, by resolution, the storm drainage <br />fee for a parcel or a class of parcels based upon hydrologic data <br />to be supplied by property owners, which data demonstrates a <br />hydrologic response substantially different from the standards. <br /> <br />2 <br /> <br /> <br />
