TO:

FROM:

JIM NORMAN, CITY ADMINISTRATOR
DIANA LUND, FINANCE OFFICER ~

DATE:

OCTOBER 5, 1999

SUBJECT:

STORM WATER UTILITY REVENUE

The following is a breakdown of the storm water utility fees being proposed. These
charges would be included on all customer accounts that are billed quarterly through
Connexus Energy. This charge would go into effect beginning January 1, 2000.

The rates are comprised based on the following formula:
Residential Equivalent Factor(REF) x Acreage x Rate

Examples of this calculation are as follows:

Single Family:
(Note: Single Families can only have an acreage factor of.25 which
represents a quarter acre)
Thus, A single family home has a residential equivalent factor (REF) of 1,
acreage of .25 acres and a standard rate of $8 per acre. This would
compute to 1 x .25 x 8 =2. This would mean that each residential property
would be charged $2.00 per month, or $24.00 per year.

Commercial/Residential
A commercial property has a residential equivalent factor (REF) of 5,
acreage of 2 acres and a standard rate of $8.00 per acre. This would
compute to 5 x 2 x 8 = 80.00. This would mean that this commercial
property would be charged $80.00 per month or $960.00 per year.

The following represents the estimated monthly storm water utility fee for each customer
listed:
Remember formula equals REF x acreage x rate

Single Family
School '~
Church/Multi-Family
Townhouse
Apartment
Commercial/Ind

. (1 x .25 x8) =$2.00/per month
(1.2 x acreage x 8) =$9.60 x acreage/per month

(2.3 x acreage x 8) =$18.40 x acreage/per month
(3.3 x acreage x 8) = $19.80 x acreage/per month
(5.0 x acreage x 8) = $40.00 x acreage/per month
