COMMISSION BUSINESS Case #1: Draft Parks Five-Year Capital Improvements Prsgram (C.I.P.) for 2000 through 20004 Park/Utilities Supervisor Boos presented the draft of the Parks Five-Year C.I.P. He explained that the draft was based on earlier discussions by the Commission. The Finance Officer reviewed the draft plans and made dollar mount revisions based on projected available funds. Mr. Boos stated that funding for park projects come from the Lawful Gambling Fund, Park Improvement Trust Fund and the Landfill Trust Fund interest earnings. In 1999 funds were dedicated from the General Fund for the first time and that the draft C.I.P. includes funds from the general fund. Mr. Boos stated that the Lawful Gambling Fund has to be used on youth recreation in the City and that the City is expected to return the money to the community in reasonable amount of time. The Park Improvement Trust Fund currently has a significant amount of money, but the money received from a development should be used in the corresponding recreation district, tn responding to a question, he explained that when the Park and Recreation Commission and City Council approve a project to be paid for by the Landfill Trust Fund the money is transferred to the Park Improvement Fund from the Landfill Trust Fund. Commissioner Rol£e questioned how many houses would need to be built to receive $100,000 in park dedication. Parks/Utilities Supervisor Boos stated 100 houses on average would need to be built and over the last few years there have been approximately 250 homes built each year. He also noted that interest eam~gs from park dedication is figured separate and has been used for improvement projects around the City without regard for districting. Commissioner AsfahI questioned how low the Lawful Gambling Fund can go. Parks/Utilities Supervisor Boos stated that the money is intended to be used as it comes into the City to benefit the community.
