/~.~CASE #: I <br /> <br /> IDENTIFICATION OF BUDGET FOR PROPOSED PERSONNEL EXPENSES <br /> By: James Norman, City Administrator <br /> Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />Background: <br /> <br />During-the May 180' Work Session, City Administrator Norman approached Council with a <br />concept for budgeting proposed 1999 personnel modifications. The proposed changes include <br />the following: <br /> > Reclassifying the temporary status Administrative Intern position to regular, <br /> full-time status Administrative Assistant. <br /> <br />This request is explained in further detail in a separate case study within this.Agenda <br />Packet. <br /> <br />Reclassifying the temporary administrative receptionist position hired to assist <br />with telephones and light typing, to regular part-time status (20 hours per week). <br /> <br />Earlier this year, the City acquired a temporary pm-time' reception/st to assist with <br />phones, sorting mail and light typing. On January 12, I999 Council authorized using <br />the temporary clerical employee to fill in for Ms. Rybak in the Inspections Division, <br />and to fill in for other situations requiring temporary assistance. Since this time, it <br />has become apparent that this "fill-in" position is needed on a regular basis to be able <br />to assist with workload, especially during agenda packet weeks. <br /> <br />If Council authorizes funding for this positipn, a case will be presented on June <br />requesting authorization to conduct a recruitment process for this position. In <br />accordance with the Ramsey Administrative Reclassification Policy adopted on April <br />27, 1999, this recruitment process would require an external posting. <br /> <br />Reclassifying the temporary Police Department Transcriptionist to regular part <br />time status Public Safety Aide <br /> <br />Ms. Meier was hired in April 1996 as a temporary Transcriber. In 1998, she was <br />assigned duties of Public Safety Aide to assist with a reduction in hours for the <br />existing Public Safety Aide. If Council proceeds with this request, the Police <br />Department would then have two part-time Public Safety Aides to assist with <br />arranging vehicle maintenance, enforcing parking 'regulations, and assisting with <br />community education in crime and fire prevention, among other ac~,ivities. <br /> <br />According to records, Ms. Meier was h/red through an open recruitment process, with <br />38 applications received, in 1996.
