c s #/0 <br /> <br />METROPOLITAN LIVABLE COMMUNITIES <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />As Council is aware, legislation was passed in 1995 requiring the Metropolitan Council <br />to initiate an effort called Metropolitan Livable Communities. Since, October 24, 1995, <br />the City of Ramsey has been a participant in this program. The goals of the program are <br />to provide for the equal distribution of affordable and life-cycle housing throughout the <br />Twin Cities. <br /> <br />Each year at this time, the City is asked to pass a resolution agreeing to participate in the <br />program for another year. The resolution which provides for 2000 participation is <br />enclosed for your consideration. <br /> <br />In order to participate, the City must agree to provide funding which assists in the <br />development of affordable housing during the year of participation. In 1997, the funding <br />level was $9,732; 1998 was $22,400; 1999 was $24,300 and 2000 is $34,700.65. This <br />mount is determined by formula and Will continue to increase as our home values <br />increase. In return, the City is eligible for various funding programs of the Metro <br />Council and the State of Minnesota. A program example is the funding we received from <br />the Metro Council toward the Comprehensive Plan ($11,830). Another is the $20,000 in <br />MNRRA funding we received toward the same project. Neither grant would have been <br />available to us without participation in this program. <br /> <br />For 1998 and 1999, the City allocated funding toward the development of the Senior <br />Housing development. The funding came from pooled TIF funds. It is not expected that, <br />in the near term, the assistance allocation requirement will be an issue. The work the <br />City is doing with ACCAP or the local taxes that support the HRA will be an eligible <br />expenditure. <br /> <br />Participation allows us to compete for grant funding that otherwise would not be <br />available to us. Staff recommends that Council support participation in the Livable <br />Communities Program for 2000. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution 99-10-XXX agreeing to participate in the Metropolitan <br />Livable Communities Program for 2000. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />Attachments: <br />Housing Action Plan/Goals <br /> <br />CC: 10/12/99 <br /> <br /> <br />
