PC CASE #: 3 <br /> <br />AUTHORIZATION FOR CONSULTANT SERVICES FOR ORGANIZATION <br />AND RECRUITMENT SERVICES FOR <br /> THE COMMUNITY DEVELOPMENT DEPARTMENT VACANCIES <br /> By: Jim Norman, City Administrator <br /> <br />Background: <br /> <br />With Ms. Sherman and Mr. Walther's resignations, a skeleton crew remains within the <br />Community Development Department. Staff is seeking consultant assistance to facilitate the <br />reorganization of the Department as well as the hiring process. <br /> <br />Originally, I contacted two of the most widely known public sector consultants for assistance <br />with this project. The two most widely known as the Brimeyer Group, located in Golden Valley <br />and Personnel Decisions International in Minneapolis. Council may recall the City utilized PDI <br />in the past for conducting a background search on the City Administrator as part of that <br />recruitment process. At the time of Agenda packet preparation, Staff has not received the quotes, <br />but does anticipate having the information to bring for Council consideration on Tuesday, <br />October 12. <br /> <br />At this time, it is not anticipated the services will exceed $25,000. Therefore, the City would not <br />be subject to competitive bidding requirements. The League of Minnesota Cities advises that <br />contracts estimated to be above $10,000 but not above $25,000 may be made by competitive <br />bidding or direct negotiation (cities must obtain at least two quotations). <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council authorize staff to proceed with entering into an <br />agreement with a consultant (to be announced on Tuesday, October I2) for facilitating <br />reorganization and recruitment efforts within the Community Development Department. <br /> <br />Council Action: <br /> <br />Motion to authorize staff to proceed with entering into an agreement with a consultant (to be <br />announced on Tuesday, October 12) for facilitating reorganization and recruitment efforts within <br />the Community Development Department <br /> <br />Reviewed By: <br />Administrative Services Manager <br /> <br />Copies also distributed to: <br /> <br /> <br />
