RECEIVE RECOMMENDATION FOR <br /> APPOINTMENTS TO CHARTER COMMISSION <br />By: Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />Background: <br /> <br />The current terms of four Charter Commission members expired on May 12, 1999. Two of the <br />commissioners, Judy Marn and Jay Swokoski, are ineligible for reappointment because they have <br />served two terms. The other two commissioners, Ken Peterson and Susan Anderson, are eligible <br />to serve another term and both have indicated that they are willing to do so. <br /> <br />Typically, reappointment questionnaires are distributed three months in advance of the members <br />anniversary date. Three months prior to May was the period when the Administrative Services <br />Manager position was vacant, and this process, unfortunately, was not addressed until very <br />recently. Reappointment questionnaires have recently been provided to Mr. Peterson and Ms. <br />Anderson, but have not been received to date. Staff anticipates bringing the reappointment <br />questionnaires for Council review on October 26. <br /> <br />With new Councilmembers serving, I thought it would be helpful to review the policy, the City <br />Council adopted in 1996 for appointing commission members. Of note, is the evaluation panel. <br />The evaluation panel is comprised of the Charter Chair and Vice- Chair, two members of the <br />Personnel Committee of the Council and the Administrative Services Manager. The issue staff is <br />currently working through is that the Charter Chair is up for reappointment and the Vice-Chair <br />cannot be reappointed since he has already served two terms. There will be a vacancy in the <br />Administrative Services Manager position as well. Additionally, Susan Anderson serves as <br />Chair of the Personnel Committee and is also up for reappointment. Thus, Staff is seeking <br />direction from Council on how to proceed. Specifically, who does the Council wish to have <br />serve as the interview panel for the Charter interview process? Staff will contact the designated <br />interview panel following receipt of letters of interest by Charter Commission applicants. <br /> <br />Staff will post the Charter Commission vacancies (a minimum of two to date, providing the other <br />two Commissioners desire reappointment) in the local newspaper, and on the cable access <br />channel. <br /> <br />Committee Action: <br />Based upon discussion, designate the Charter Commission interview panel for this process, and <br />authorize Staff to advertise for the vacancies. <br /> <br />Reviewed By: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br /> <br />City Attorney <br /> <br /> <br />
