MEMORANDUM

TO:

Mayor and City Council

FROM:

Diana Lund, Finance Officer

DATE:

SUBJECT:

October 12, 1999

Approval to Operate a Raffle

The attach, ed application fi.om White Wind Wildlife Society for exemption fi.om a lawful
gambling license to hold a raffle during the 2000 Game Fair, which is held in the City
of Ramsey. City approval/denial is necessary under th_e State Statues. The White Wind Wildlife
Society meets all of the requirements which allows them to remain exempt from licensing,
primarily from the standpoint that the commodities to be raffled are valued at less than $750.00

While the Game Fair is several months away, the White Wind Wildlife Society will be sending
out ticket information throughout the country upon approval of this application, and those tickets
cannot be mailed until approval has taken place.

Approval requires nothing more than a motion followed by a letter to the Gambling Control
Board, while if the request is denied, a formal resolution for denial would need to be prepared
and submitted to the Gambling Control Board.
