PC CASE #: q <br /> <br /> RESOLUTION- ESTABLISHING CARNIVAL FEES <br />By: Joyce Pruitt Hottinger, Administrative Services Manager <br />and Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />Earlier on the October 12th Agenda, Council considered an ordinance regulating carnivals. This <br />case directly relates to the carnival ordinance by establishing license and site clean up fees. <br />Three cities, Blaine, Brooklyn Park and Anoka, carnival ordinances', were reviewed when <br />drafting the Ramsey carnival ordinance. These cities charge the following license fees: >' Anoka- $75.00/day <br />> Brooklyn Park- $150.00/day <br />~ Blaine- $100.00/day <br />The average license fee of the three cities listed above, is $108.00. Staff is proposing a <br />$100.00/day license fee to cover municipal expenses including zoning administrator, fire and <br />police staff review of the application. A $100.00 non-refundable application fee is proposed to <br />defray expenses related to background checks, and staff time processing the application. <br /> <br />Additionally, the site clean up deposit reflects a charge of $500.00 for the first acre or portion <br />thereof and $100.00 for each additional acre or portion thereof. Earlier during ordinance <br />development, Council expressed concerns that funding be available in the event a site is not <br />cleaned up adequately. It is anticipated that this charge would cover most municipal expenses in <br />the event a site was not cleaned to acceptable standards. <br /> <br />Upon Council approval, these fees will be incorporated into the City of Ramsey's Fee Schedule. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #99-10- Establishing Carnival License Fees. <br /> <br />Reviewed By: <br />City Administrator <br />Zoning Administrator <br /> <br />Copies also distributed to: <br />Finance Officer <br /> <br />Attachments: <br /> 1.
