Government units that are located within rail/transportation corridors other than <br />the Northstar Corridor are eligible to participate as non-voting, coordinating members <br />(hereinafter referred to as "Coordinating Members" or "Coordinating Memberships"). <br />The purpose of the Coordinating Memberships is to facilitate coordination with other <br />rail/transportation corridors that may be affected by decisions made by the Authority. <br />The government units that are eligible for a Coordinating Membership include, but are <br />not limited to, the Ramsey County Regional Railroad Authority, the Red Rock Corridor <br />Commission, and Isanti County, Coordinating Members may be eligible to participate if <br />approved by the Authority. <br /> <br />Article IV of the Agreement is amended by adding new paragraphs G. and H. as <br />follows: <br /> <br />Go <br /> <br />The Authority shall seek, receive, and manage federal, state, and <br />local funding, in conjunction with Mn/DOT and the Metropolitan <br />Council. <br /> <br />Ho <br /> <br />The Authority shall' perform the responsibilities delegated by the <br />Commissioner of Transportation for development and construction <br />of commuter rail, pursuant to an agreement with the State of <br />Minnesota and subject to the condition that sufficient funds are <br />received. <br /> <br />Article V, Section 2, Paragraphs B, F, and G of the Agreement are amended to <br />read as follows: <br /> <br />Bt <br /> <br />The Authority may enter into any contract necessary or proper for <br />the exercise of its powers or the fulfillment of its duties, including <br />agreements entered into pursuant to Minn. Stat. §§ 471.59, 398.04, <br />subd. 9, and 174.82, and enforce such contracts to the extent <br />available in equity or at law. The Authority may approve any <br />contract relating to this Agreement up to the amount approved in <br />the annual budget, and may authorize the Chair of the Authority to <br />execute those contracts. No payment on any invoice for services <br />performed by a consultant or any other person or organization <br />providing services in connection with this Agreement shall be <br />authorized unless .approved by the Executive Committee. <br /> <br />The Authority may apply for and accept gifts, grants or loans of <br />money, other property or assistance from the United States <br />Government, the State of Minnesota, local government units, or <br />any person, association or agency for any of its purposes; enter <br />into any agreement in connection therewith; and hold, use and <br />dispose of such money, other property to the parties and <br /> <br />3 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br /> Ii <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
