I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

PC CASE

RECEIVE HIRING RECOMMENDATION FOR PUBLIC WORKS
MAINTENANCE WORKER POSITION
By: Dean Kapler, Director of Public Works

Background:

At the October 12, 1999 meeting, City Council authorized staff to offer a conditional hire to
Mark Giese as the Public Works Maintenance Worker, contingent upon successful completion of
background investigations of driving record and criminal history, reference checks, and a
physical examination, at an annual salary of $24,071. Staff did contact Mr. Giese, who initially
accepted the offer of employment. However, on Friday, October 15, 1999, Mr. Giese called to
decline the offer.

As you are aware, the Public Works Director, Public Works Supervisor, Parks/Utilities
Supervisor and the former Administrative Services Manager conducted interviews with five
candidates on Monday, September 27, 1999. Three candidates scored highly during the
interview, and the interview panel conducted a second interview on October 6, 1999, to gather
additional information to choose a finalist.

Staff is now recommending that Council authorize staff to offer a conditional hire to Lonny
Lofgren. The consensus of the interviewing panel was that Mr. Lofgren was the next choice.
The hiring of Mr. Lofgren would also be contingent upon successful completion of background
investigations of driving record and criminal history, reference checks and a physical
examination. The Public Works Maintenance Worker's annual salary would be the starting step
of the position in the City's 1999 compensation plan, $24,071, or $11.57/hour. As with other
maintenance worker appointments, the new hire will work in both the streets and parks/utilities
divisions as needed. Staff is recommending a start date the week of November 8, 1999.

Committee Action:

Motion to recommend that Council authorize staff to offer a conditional hire to Lonny Lofgren
as the Public works Maintenance Worker, contingent upon successful completion of background
investigations of driving record and criminal history, reference checks, and a physical.':
examination, at an annual salary of $24,071.
/
Reviewed by:

Director of Public Works

PC: 10/26/99

VOL 1 htsers[IThielingi~IOICOUNCIL& IPERSONNE[1999~VovemberlP WMaintwkr. doc 10/22/99
