B_light is not a necess _ar~_ecluirement for the establishment of a "redevelopment proiect." The__ p_~v~enfion ofblight or bli.vAting influences is m~cient. The proposed project area consists of approximately 40 acres of vacant agricultural land. The analysis is that if the City does not provide adequate fire protection, this fact may impair the development of land within the project area and may lead to blight. In addition, the construction of the fire station wi~Mn the project area may stim~_O_,_te additional development within the project area. The land within the project area is not being utilized at its highest and bert use and the construvfion of the fire ~tlon may facilitate additional development by private enterprise. In order for a "redevelopment project" to be undertaken, it is 13ecessary for thc City Council to hold a public hear/rog, adopt a redevelopment plan and make the followingfmding.s that: the land in the project area would not be made available for redevelopment without the fizmncial aid to be sought; .: the redevelopment plan for the redevelopment area in the locality will afford maximum opportcmJty, consistent with the needs of the locality as a whole, for the redevelopment of the areas by private enterprise; and the redevelopment plan conforms to a general plan for the development of the locality as a whole.
