CASE <br /> <br />ADOPT ORDINANCE AMENDING SECTION 3.2.2 <br />OF THE RAMSEY CITY CHARTER <br /> By: Jo Thieling, Deputy City Clerk <br /> <br />Background: <br /> <br />On October 12, 1999, an ordinance was presented to the City Council, which would repeal <br />Section 3.2 of Chapter 3 of the Ramsey City charter. Deletion of 3.2 repeals the requirement of <br />liaison functions, 3.2.1 - precinct liaison and 3.2.2 - precinct boundaries. During the discussion <br />of the ordinance, Council determined they did not want to repeal the section appointing them as a <br />liaison to certain precincts. Although this appointment had not been done since 1994, Council <br />asked that they again be appointed to certain precincts. Council will be asked to act upon that <br />request in the next case. <br /> <br />Council was interested in amending Section 3.2.2 relating to precinct boundaries. By deleting <br />only the portion relating to allowing just three precincts, Council is able to add more precincts in <br />the City of Ramsey, thereby making the population of each precinct somewhat more equal. <br />Adding more precincts is done by resolution that is executed by staff and sent to the Secretary of <br />State. <br /> <br />At the October 12, 1999 meeting, Council introduced the ordinance, as amended. This proposed <br />ordinance has now been amended and is being presented for formal adoption. <br /> <br />Council Action: <br /> <br />Motion to adopt Ordinance #99-XX amending Chapter 3 of the Home Rule Charter of the City of <br />Ramsey which Chapter 3 is Entitled "Council Procedures".
