I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />APPOINT PRECINCT LIAISONS <br />By: Jo Thieling, Deputy City Clerk <br /> <br />Background: <br /> <br />At the October 12, 1999 meeting, staff presented a proposed ordinance to Council to repeal the <br />following sections of the City Charter: Section 3.2 Liaison Function. Councilmembers shall be <br />assigned as liaison to necessary areas both internal and external to the city. These assignments <br />shall be rotated periodically and shall involve no administrative responsibility. 3.2.1. Precinct <br />Liaison. Following the adoption of this charter, a system of yearly rotating precinct liaisons shall <br />be established such that three of the four Councilmembers will each act as liaison for one of the <br />three precincts for a period of one year. At no time shall the same Councilmember act as liaison <br />for the same precinct during his/her full four-year term, nor shall any Councilmember act as <br />liaison to the city at large for a period longer than one year during his/her full four year term. <br />Section 3.2.2 Precinct Boundaries. The precinct boundaries shall correspond to those adopted <br />and revised periodically by Council. There shall be three (3) precincts and they shall <br />approximate each other in population. <br /> <br />In 1993, Council adopted an ordinance repealing the requirement of precinct liaison meeting <br />because they were poorly attended and the citizens are given a chance to express concerns and/or <br />comment during the citizen input portion of the regular City Council meeting. On October 12, <br />1999, when staff presented the proposed ordinance recommending that Section 3.2 be deleted in <br />its entirety, Council agreed to introduce and finally adopt an ordinance amending the section <br />about limiting the number of precincts to three, however, they asked that being appointed liaison <br />to certain precincts should remain in the Charter. They also asked that, at a subsequent meeting, <br />liaisons be appointed. The discussion suggested that each member of Council, including the <br />Mayor, be appointed to a precinct, since there are currently five precincts. <br /> <br /> Council does not have to live in the precinct they are appointed liaison for, however, for your <br /> information, following are the precincts Council resides in: Mayor Gamec - Precinct 2, <br /> Councilmember Anderson - Precinct 2, Councilmember Connolly - Precinct 3B, <br /> Councilmember Hendriksen - Precinct IA, and Councilmember Zimmerman - Precinct 3B. <br /> <br /> Council Action: <br /> <br />[ Motion to appoint Mayor Gamec to Precinct ., Councilmember Anderson to Precinct __, <br />[ Councilmember Connolly to Precinct , Councilmember Hendriksen to, Precinct , and <br /> CouncilmemberZimmerman to Precin~ ' . -- <br /> <br />\\Reviewed by: <br /> })~puty City Clerk <br /> C~tY-Adm~mstrator <br /> City Attorney <br /> CC: 10/26/99 <br /> <br /> <br />
