APPROVE MINUTES <br /> <br />Motion by Commissioner Donovan, seconded by Commissioner Keller, to approve the Charter <br />Commission meeting minutes dated January 28, 1999. <br /> <br />Motion Carried. Voting Yes: Chairperson Peterson, Commissioners Donovan, Keifer, Spain- <br />Brist, and Vogt. Voting No: None. Absent: Anderson, Marn, Netzloff, and Swokowski <br /> <br />COMMISSION BUSINESS <br /> <br />Case A: <br /> <br />Terms of Commission Members <br /> <br />City Attorney Goodrich explained the process of Commission appointments and the length of <br />terms of various Commission members. He stated that he will discuss the matter with the Chief <br />Judge of the Judicial District. <br /> <br />The Commission discussed the reappointment process. <br /> <br />Motion by Commissioner Donovan, seconded by Commissioner Vogt, to recommend that the <br />Commission follow the established procedure of advertising the opening, the Commission <br />interview the candidates and make a recommendation to the City Council. <br /> <br />Motion Can'ied. Voting Yes: Chairperson Peterson, Commissioners Donovan, Vogt, Keifer, and <br />Spain-Brist. Voting No: None. Absent: Anderson, Marn, Netzloff, and Swokowski. <br /> <br />Case #1: Repeal Section 3.2 of the Home Rule Charter of the City of Ramsey <br /> <br />City Administrator Norman explained that Section 3.2.2. of the Charter deals with precinct <br />boundaries and states that the precinct boundaries shall correspond to those adopted and revised <br />periodically by Council, meaning that Council has the means to grant authority to boundary <br />changes-adding precincts. The Charter states that there shall be three precincts and they shall <br />approximate each other in population. It appears the precincts were named Precinct 1, Precinct <br />2, and Precinct 3. With the growth of the City, at some point in time, the precinct boundaries <br />were redrawn to more evenly distribute the number of votes, and two precincts were added. <br />Keeping in line with the referral to three precincts, instead of adding numbers four and five, the <br />precincts were named Precinct IA, lB, 2, 3A, and 3B. He stated that it appears that the <br />suggested amendments are more "housekeeping" items than significant changes. Staff requested <br />that the Charter Commission recommend the amendments to the City Council. Staff is <br />proposing to advertise a public hearing for Council to conduct on the amendment at their October <br />t2, 1999, meeting. <br /> <br />City Attorney Goodrich stated that on May 25, 1993, Ramsey City Council conducted a public <br />hearing to receive comment regarding the proposed ordinance repealing the requirement of <br />precinct liaison meetings between City Council and Ramsey residents.
